Highways and Public Works

Purchasing Framework Project

The Yukon government (YG) has made a commitment to review and revise government contracting regulations, policies, and procedures to:

  1. ensure they are consistent and fair to the local business community, and
  2. reduce red tape.

The Department of Highways and Public Works has undertaken a Purchasing Framework Review Project comprised of four initiatives:

  1. an internal audit of YG’s procurement and management of service contracts;
  2. research on “best practices” in procurement;
  3. consultation with YG contracting authorities; and
  4. consultation with the business community.

Initiative 4 has been carried out in two steps.

  1. an online survey of the business community, and
  2. a joint public sector/private sector panel review of the survey results.

The Purchasing Framework Review Project has identified several areas of focus for YG to consider:

  • find ways to reduce contractors’ cost of doing business with government,
  • increase communication with the business community,
  • place more emphasis on the principle of “value for the dollar” and less on “lowest cost”,
  • increase consistency/reduce fragmentation in YG contracting practices, and
  • improve internal management controls.
