Purchasing Framework Project
The Yukon government (YG) has made a commitment to review and revise government contracting regulations, policies, and procedures to:
- ensure they are consistent and fair to the local business community, and
- reduce red tape.
The Department of Highways and Public Works has undertaken a Purchasing Framework Review Project comprised of four initiatives:
- an internal audit of YG’s procurement and management of service contracts;
- research on “best practices” in procurement;
- consultation with YG contracting authorities; and
- consultation with the business community.
Initiative 4 has been carried out in two steps.
- an online survey of the business community, and
- a joint public sector/private sector panel review of the survey results.
The Purchasing Framework Review Project has identified several areas of focus for YG to consider:
- find ways to reduce contractors’ cost of doing business with government,
- increase communication with the business community,
- place more emphasis on the principle of “value for the dollar” and less on “lowest cost”,
- increase consistency/reduce fragmentation in YG contracting practices, and
- improve internal management controls.
