Business Community Survey

Consultation with the business community was carried out in two steps.

First Step
Online survey conducted between January 13 and March 13, 2009

In total, 84 respondents took part in the survey:

  • 78 completed the online survey, 
  • 3 submitted their input by letter , and 
  • 3 provided their responses through an interview.

The survey questionnaire was designed to solicit any and all comments related to Yukon government's (YG) current contracting rules and processes. It was comprised of

  • 5 Contractor Profile questions, and
  • 7 Contractor Feedback questions that had two parts 1) a yes-or-no section and 2) a comments section.

The comments sections of the questionnaire yielded hundreds of statements of issues or comments concerning YG's current contracting system.  

The issues identified by the survey respondents can be grouped into eight categories.

  1. Process Concerns
  2. Communication Concerns 
  3. Time Constraints
  4. Inadequate Documents
  5. Lack of Staff Resources/Training
  6. Conflict of Interest
  7. Use of Source Lists and Standing Offer Agreements  
  8. Inappropriate Thresholds

The purpose of developing the categories helped understand and analyze the identified issues and insured all issue statements were taken into account.

A number of comments indicated “no concerns” or provided positive feedback. These responses, while noteworthy, have not been included in the summaries of issues.

Second Step
Joint Panel Review conducted on June 10, 2009

To ensure a balanced assessment, the number of panel members representing the Yukon’s business community was equal to the number members representing YG.

The panel’s mandate was to develop recommendations that would assist YG to create a more consistent, fair, and accessible procurement process.  

Panel  Duties

  • review and assess the input from the business community
  • determine the key, priority areas of interest based on their assessment
  • identify possible actions and improvements to current procurement practices that address the identified issues
  • provide recommendations outlining the highest priority areas for change to the Minister of Highways and Public Works
