Federal Procurement Instruments

As of May 2016, PSPC has permitted non-federal jurisdictions and specified organizations to use PSPC Standing Offers Supply Arrangements and Request for Proposal to purchase certain goods where non-federal jurisdictions and specified organizations have been identified.

These include:

  • Provincial jurisdiction
  • Territorial jurisdiction
  • Municipal jurisdiction
  • Schools
  • Hospitals
  • Intergovernmental organizations
  • Canadian aid agencies
  • Canadian public health organizations

The Government of Yukon entered an agreement effective June 30, 2016, with Public Works and Government Services Canada  that allows Yukon to access PSPC’s standing offers, RFPs and other procurement tools on a voluntary basis.

Yukon will specifically be identified within the procurement tool when the territory is participating. Government entities may access these tools immediately once awarded.  Municipal, Academic, Institutions, Schools and Hospitals Sector may access them once they are named in specific procurement instrument as an authorized user. Note that documentation to allow this access is in preparation but not yet complete. Once it is ready, information on the process to access PSPC Procurement tools will be posted.

Use of these Procurement Instruments is limited to Authorized Users. Authorized Users are provincial or territorial entities that have received authorization from their respective province or territory to use the Procurement Instruments under the accountability of the province or territory in question.

Government of Yukon List A

Yukon’s Contracting and Procurement Directive applies to all departments which have deputy heads, as defined in the Public Service Act.

The following are deputy heads for the purposes of the Public Service Act:

(a) Clerk of the Legislative Assembly;

(b) Deputy Minister, Community Services;

(c) Deputy Minister, Executive Council Office;

(d) Deputy Minister, Economic Development;

(e) Deputy Minister, Education;

(f) Deputy Minister, Energy, Mines and Resources;

(g) Deputy Minister, Environment;

(h) Deputy Minister, Finance;

(i) Deputy Minister, French Language Services Directorate;

(j) Deputy Minister, Health and Social Services;

(k) Deputy Minister, Highways and Public Works;

(l) Deputy Minister, Justice;

(m) Deputy Minister, Tourism and Culture;

(n) President, Yukon Housing Corporation;

(o) President, Yukon Liquor Corporation;

(p) President, Workers’ Compensation, Health and Safety Board; and

(q) Public Service Commissioner.
